Is this the coolest summer in 40 years?

Some weather forecasters are saying this summer is the coolest in the San Francisco Area in 40 years. In San Ramon, Tuesday is expected to reach the mid to upper 70s with west winds of 5 to 10 mph.
The mild to warm temperatures are expected to continue over the next few days, with a Saturday high of 80 degrees expected.

I'm wondering is this what normal feels like and not the hot summers we've come to expect. Remember though our hottest months are usually August and September. In any event, which do you prefer: a hot or mild summer?
